Bits in bold show the problem. It wasn't congestion it was packet loss. The packet loss showed up throughout your trace so pointed to something fairly close to you, either your kit or the exchange.

The ping at first hop there is quite high, 3ms, should really be 1ms at most. Was this over wifi?

Anyway this is just FYI in case it occurs again, raise it as a slow speeds and packet loss issue if it reoccurs with the same symptoms.

Most likely the pre-test for upload was taking an awfully long time to complete, and with no progress indicator it would look like it had hung.

We extended the upload pre-test to give a better idea of the speed for the full upload test later.
