It may also be crosstalk with another ADSL line. Do you get the same issue at weekends or bank holidays? Could be a business or someone working from home switching on their ADSL for the working day.

Solar panels and an inverter shouldn't cause a problem, the mains is already pretty noisy, but this usually doesn't make it into an ADSL modem via the mains.
