An ISP cannot force Openreach to repair a line - i.e. usually a good ISP can get things done but there does become a point at which any further repairs become uneconomical
What we don't know is the ISP, some have track records of blaming Openreach rather than exerting any pressure at all to get things fixed.
If this is a line that is 10km long then a good chance Openreach may want to mark it is as not broadband possible
