Openreach own the copper, but Sky have their own hardware inside the BT exchange, and this is what is generating that test message

A BT engineer installed it although my line rental is with SKY
Sky LLU broadband plus Sky line rental = Full LLU, see this page.

I would guess you get the same Sky Quiet Line Test if you just had Sky Talk, i.e. Partial LLU.

I doubt it as that is WLR so works just like any other "BT line".

I may be barking up the wrong tree but check that sky have their equipment in your exchange. We had exactly this issue last year and they were using BT equipment. What happens is when the line gets busy it automatically gives BT customers priority therefore slowing you down. If it is this, there is little you can do but get your mac code and find a better provider. If its their equipment I would push for a "lift and shift" which is the transfer of your service to another card in the exchange as it seems like you have exausted most other avenues smile

If you are an internet buff you are the dangerous sort.

Since when did BT Wholesale give priority to BT Total customers when things get busy at peak times.

Also the user is on LLU, the clue is in the upstream connection rate. Connect is well known for congestion issues, and not because of funny games by BT Wholesale, but because Sky only rent a minimal amount of capacity, and thus at peak times the BT Centrals hit capacity limits be that cpu load or throughput and latency rises and throughput falls.

Not only that but he claims to be an ISP or reseller. See this post. (Pre-sanctioned by seb).

Hi folks it as been a while since I last posted although I do check and read if someone offers there opinion and it is welcome positive or negative.

As to my situation there is no change,all I know is for months I was getting a consistent and strong up load & down load.
This being in peak times and off peak times.
Then all of a sudden my down load takes a massive reduction of almost 7Mbps.(when going off the speed test supplied here at think Broadband)
or any other come to that matter.

Although to day I had a little pc symbol come up in my tool-bar (Internet Connection)
it states......... Speed 9.1Mbps
Status : Connected

Next to that one is another pc symbol which say`s......(Local area connection)
Speed :100.0Mbps
Status : Connected

I know they have nothing to do with why my connection would show such a drop when I test the speed?.Although I thought I would just mention them.
You never know......

II will keep the Sky TV package although for the Broadband I am just riding my contract out then may be try and drop on a ISP who do fibre optic in my area?.

I do not see SKY as bad bad although for me I am not happy with what I am getting for what I am paying.
Also I am not under this new deal they are doing,I am paying a lot more. Also It gives me no relief when I see them doing deals like this as it can only mean more traffic slower speeds?.......
