OK so here it is.

They cannot give me a fast speed because of the distance from exchange from which I requested to cancel both the broadband and phone. I was told that I can cancel the broadband but I am tied to the phone for 12 months.

With a 63.5dB attenuation no one will be able to give you fast broadband, your line is giving the maximum possible attenuation that the router can display.

1.4 to 1.7Meg might be possible, if the ISP allows you to run the service at a 6dB target margin, did you request support to do that, i.e. improve the speed slightly?

Going to another ISP though is no guarantee of better speeds, what speed history does you line have, i.e. not estimates but actual connection statistics, before this Sky activation?

Think the lowest sky will set to is 7 i believe.
