All aspects of my internal wiring surrounding the CPE has been checked by myself last night, replacing ethernet cables and such (including OR modem) but not the router itself as I don't have a spare.
Everything checked out fine, but I had eliminated the router being an issue by connecting straight to the modem as advised further in this thread.
Engineer is due a visit between 1pm and 6pm today.

The "bottom-line" is that, as far as the BT installation is concerned, all of your internal wiring & your/ISP Router is irrelevant - the Installation will be officially completed upto the Modem O/P (i.e. the connection into the Router).

Indeed.
As far as I'm concerned, the installation should never have been flagged as completed and my ISP being unable to appeal that decision with Openreach is the silliest process I have ever heard of.

Can I suggest verifying the upload issue with speedtests too, just incase something funky happening to FTP protocol that is nothing to do with the FTTC link.

Our speedtest is happy with upload speeds well into the 800 Mbps region.

See, this is showing speeds a lot better than previously described. The graphing doesn't look too healthy though.

FTP and RSYNC are still abysmal along with being unable to load anything in Google's docs or webmail interface and uploading a new gravatar image or such fails, same with imgur and any other upload interface.

That says there is nothing wrong that needs to be addressed by an engineer.
Have you tried turning off the Plusnet firewall? Don't forget you need to disconnect/reconnect after changing the settings for that to take affect.

Yes. This is disabled and has been since pre-installation.
As noted, this has been tried by removing the Plusnet router and connecting to the modem directly. It's very sporadic but I've never received any upload speed post-100KB/s at any point since my connection has been installed.
I'm adamant a problem still exists somewhere as it's subpar.

If Adam's going to pick this up he'll need to be able to identify your account. If you post the number of a ticket he'll be able to find your user name from that.
