I strongly suspect that those stats the sync rate your ISP has asked to be provided.

Do Plusnet re-sellers have to pay for metered backhaul then?
Is there any other (logical) reason for imposing such a punitive sync cap?

One other thing:
Does banding get removed automatically, if a line improves and stays that way for long enough?
Or does it require manual removal?

I hope for OP's sake it's automatic.

Nope, a hard cap requires a reset to clear it as a rule.

If a previously "good" pair became really cr*p, due to something like a new continuous REIN source for instance, and banding was then applied by DLM, would that type of "soft" cap be lifted automatically if the noise source was removed for long enough, or would that require a manual reset too?

I get the point that manually applied cap would (and should) require manual removal.

Generally on a WBC product the soft cap from banding will remove itself if the line improves sufficiently, but can take a good number of weeks.

It is possible that the PlusNet white label service is run in an ultra stable mode, basically time to escape and if you think its the DLM goto a provider that has a more tolerant DLM or lets it be set as you wish. Alternatively there are people like AAISP who will work hard to get stuff like this fixed.

I don't think we should lose sight of the fact this is supposedly a business level connection.

I find it hard to believe that Plusnet have deliberately imposed this cap, unless the usage profile is outside the contractual terms between them and 3D Telecom. We don't even know what that contract is, and whether it is in fact a business level line. It is odd that BT Wholesale and Openreach business connection priority isn't being applied.

Something doesn't feel right.

For all we know its a business connection at face value, but just the cheapest white label options PlusNet offer to resellers?

That's partly what I was hinting at. The customer may have been very misled about what she was buying. Therefore able to get out of any relevant minimum term contract.

It certainly isn't being treated as one would expect on a business connection.
