What are VM upto? Upgrades?

I noticed this pop up on roadworks.org just down the road from me:

LOCATE TEE IN FOOTWAY FOR BROADBAND PROVISION AND NETWORK CAPACITY INCREASE THAT IS ESSENTIAL

What could that mean?

It must be all work in the footpath as there are not VM street cabs there

Someone's ordered VM and they need to locate the swept tee in the duct that should be feeding them as, for whatever reason, it's become buried or inaccessible.

Decidedly disinteresting unless you live in the house whose tee they are searching for.

Building better networks, not just faster ones.
