Whilst I agree with you to a point, it's not practical.

If everyone on Virgin stopped d/l for 10 days to "save up" their allowances then they all decided to use them in 1 day, the network would crawl.
Whilst this is a extreme example and would never happen in the real world it does show that VM have to plan for day to day bandwidth usage and they can do this with daily caps.

I for one am happy that they limit your speed rather than charging your for over used bandwidth - and even the capped speed is faster than my old ADSL so it's win-win for me either way.
