It does not prove they are blocking, it may be anyone who ones a router that is between you and them, i.e. they not be blocking at all, but someone who they transit traffic may be blocking an IP block.
Or it could be a MTU issue.
Presume when using other connections, all the computer hardware is identical? And only difference is the VM cable modem?
