Well BT Vision VOD runs over standard ADSL, and Tiscalli TV (or whatever it's called now, formally Homechoice) also ran over ADSL so I guess if the speed offered was fast enough then they could probably support a TV service over FTTC.

I'm still sticking with cable myself though, at least for the time being.
