Not really an issue as it's not traffic management, wouldn't be getting 61Mb if it were as the throttling is pretty accurate.

Sounds more like someone else kicked a download/upload off and congestion starting working its' magic, hence why the throughput was all over the place rather than a steady 50-ish Mbps as it would have been under management without other problems present.
