They didn't change STM for their health, and they did receive guidance as to what would be considered as moderate.

I was one of the original complainants over STM, and this was the continuation of that complaint as far as I'm aware. I do not remember complaining about it again.

Oh to live in an area where there is a low enough degree of congestion to notice whether or not you've been hit by STM during the evenings.

There are no areas where that is the only option. The alternatives might be expensive though...
