Once Openreach realised there were 400 active lines on the cabinet, not 96, they soon changed their mind about commercial viability.

It took nearly 10 months to get to that stage, mind you. Ugh.

How can they get these figures wrong? Why didn't they know off that bat, that's what I want to know.

The figure they used was out of date. Between then and the end of last year over 300 new properties had been constructed. Now closer to 400 properties built with more to come.

Given the visibility of the project those 288 lines are going to be filled up in no time.
