Yes I noticed some improvements on the BQM's from this end myself, and yes increased jitter and ping can vary too...
It's getting better though as the national grid is having to cut power supplies as the last time travellers setup camp they connected themselves up to electric, gas and water from some of the empty houses...

so yes I think Virgin had to remove some parts of the network and do some new joins underground to keep the few cabinets with customers live and with the lack of power comes lack of interference emitting devices.
Virgin has always been pretty good with the network from Kings Norton... specially after the plague of issues back in 2007-2009 which ended with 100's of customers started to fight back ...
I still remember the engineers face when the cabinet went missing and all the ground where it once stood had been filled and smoothed over with concrete.
