If each apartment main doorway has one similar above it, then that looks like Virgin's equivalent of the Point of Entry (POE) enclosure. Basically this is where the serving fibre cable enters the apartment. The POE keeps it neat so no holes or penetrations are visible and also hides away any further push-fit type points of inter-connection or splicing for the serving fibre.
However given that there is a fibre in and a fibre going out - it may also be an inline splice enclosure. Or indeed it might actually serve both purposes.
Either way, looks like the physical side of things is fairly well complete there.
