This is an example dial plan:

The plan allows 6 digit numbers to be dialed for the area 01732, and 1571 to be dialed to get voicemail.
999 is the first emergency number.
I think it is the voice.pdf file that you need to download from the Cisco web site if you want an explanation as to what the codes mean.
The sipgate web site has some useful instructions.
The default dial plan will work but you have to wait a few moments before the number is dialed.
I have two ports configured. No CLI and foreign calls are forwarded to a sipgate account on the 2nd port.
No phone is connected so the calls are answered by voicemail.
Draytel is the VoIP provider but configuration in the SPA112 is a major task. With a lot of help from Cisco a solution seems to have been found but testing continues to make sure all is OK. Draytel VoIP to VoIP in both directions is OK as is POTS calls, What is uncertain is whether NAT >> Port Redirection is actually required on the Draytek router.
For the record the settings that worked for me are:
Loading the very latest firmware [1.4.0 (001) May 27 2015]
Setting the location as England
Making sure date and time were correct
Proxy - draytel.org
Outbound Proxy - nat.draytel.org:5065
Use Outbound Proxy - YES
Userid and Password as provided by Draytel
Use Auth ID - NO
Dial Plan - (xxxxxxxxxxxx.|8xxxxxxS0|902S0|5xxxxS0|0[45689]x.|*xx|8500S0|999S0) There are a couple of tweaks that are known to be required but reluctant to fix something that is not broken.
Now the oddest thing is that if an entry is made for 'Display Name', registration fails. Explain that one away.
I am not sure if CLI is working and further tests are necessary on that.
I would particularly like to hear from others that have used Draytel on their SPA112 what settings they used.
