Hmmm. "reasonable efforts". I expect Ionica's administrators would say they undertook reasonable efforts. The problem was that someone would have had to pay for an SS7 switch somewhere. With no means of collecting (adequate) revenue from ported-out numbers. That's where it all fell apart, IIRC.
