Can anyone explain to me what the *html in the following indicates?

*html .smepromotxtsmall{font-size:12px;font-family:verdana;padding-bottom:20px;}

I have seen it in sites that do not seem to render properly in Firefox, and also it is not recognised in the w3.org css validator.

It looks like an IE hack - linky

Yes. It's a workaround to get pre-IE 7 to work properly with spacing, borders etc.
