LLU Options with Static IP

Hi All

I am looking for an alternative LLU broadband provider with Static IP's. I have looked at Be and it appears that they are insisting on a BT line. My client currently is LLU'ed with UW (probably using the TalkTalk equipment), does anybody know if the BT line requirement is flexible?
