Im on the 16mb adsl2+ service, meant to be getting 10-11meg. Would it make a difference if i change providers to o2 broadband, BE, Virgin?

heres my stats:
Data rate (Kbps) 4470 984
Noise margin (dB) 9.8 5.2
Output power (dBm) 16.5 12.3
Attenuation (dB) 38.0 25.5
approximately 1.53km from the exchange

Not until you find out why you're getting such poor speeds for a 38dB line attenuation.
Your noise margin's a little on the high side (which is good for stability, but bad if you're after increased speeds), but it's only around 4dB above normal, so will only account for about 1-1.5Mbps.
At 38dB, you really should be getting the suggested 10-11Mbps.

Check your router connecting into the 'test' socket inside your master phone socket. Not in the front (as that will still be connected to any internal phone wiring), but INSIDE.
Post the results, and we'll take it from there.
