Can you let us know your exchange? It might let us give a quick answer.
See http://www.samknows.com/broadband/search.php
A public IP is one on the www and accessible to the world. A private IP is part of a local area network.

Sometimes known as a telephone exchange.

Click on the samknows link and enter your post code, or town, and it should let you know which telephone exchange you are connected to. That will let us know who can supply an ADSL service to you.

O2 / Be: Enabled as of 31/08/2005
That's all you need to know.

Great news!
Yet another London exchange has the full range of decent providers (despite not being a particularly large exchange....typical ).
Go for BE or O2 (but not O2 Access).

Seeing as he wants gaming I think Be is probably the preferred choice over O2. The only drawback really is the lack of email service without paying extra.

Well it certainly helps having a static IP which doesn't get renewed every 6 or 12 hours (causing you to get booted from a game, while the router blips the internet data connectivity for a few seconds).
