My sister has recently moved into a new flat, and needs an ISP & Phone service for the place for the place.
As the flat is new, there's no telephone line and the postcode is only recognised in a few systems.
Price is a main point, as there's not a lot of money available but she doesn't want to spend too little and get a really bad service.
So what would you recommend? She needs a service which offers a new line installation, and a bundled ISP and Phone service.

Compeltely forgot to add, the postcode for the house is GU515BD, which I believe is on the Fleet exchange.

BT are currently doing a £30 new line connection, providing you take out an 18-month line rental contract. They will do the connection free if you also take out BB with them, but I wouldn't recommend that due to their onerous DLM.
For BB, consider O2 or Be, depending on her usage & if she already has an O2 mobile. They also do phone plans but I think there is not much saving over BT.

Plusnet or Post Office worth checking out as in the past there bundles have looked cheapest. BT phone and cheap LLU broadband may be less than a bundle.

I cant recommend the broadband as never used there broadband.

If it is Fleet exchange then it's Market 3 which makes the broadband cheaper.
I've been with them for a while now and am very happy.

You�re right, TalkTalk has the lowest charges £29.99 for new line, not very happy with the TalkTalk £50 fee for credit check, but I like the 40 Gig and 80Gig usage allowance.

There is a catch with the BT offer; to pay for and to qualify for the 12 months reduced line rental they want £120 upfront.
