My mum wants to dip her toe in the water with broadband. What are the most reasonable offers at the moment - she will be a low user, just browsing and a bit of video-skype. She's a pensioner and I want to keep it as cheap as possible, but with reasonable customer support as I don't live nearby.

I would go for one of the ISP's that offer a monthly contract that allows you to leave whenever you want for free. That way if your mum decides it is not what she wants or they provide a poor service then you can cancel or change ISP. With ISP's the more you pay the better the service you get normally, my parents are on BT and get no problems at all on their lowest package. They have had BT broadband for several years now without any issues.

Just make sure you choose what is right for you (or Your mum !!!!)
