you dont mention if you can get Virgin media cable. This would tick all the right boxes.

Static IP?

While it is not changing much, static IP implies more, as in perhaps they want the ability to modify reverse DNS too. e.g. hosting a domain such as dev.anyolddomain.anyold

my cable 50 mg seems to have a static ip. I can only get the ip to change if i swap the router. I have the old 50meg modem and the dlink supplied router, if i change the router I get a different ip. when i change back the dlink i always have the same ip. It seems to link ip to mac address of the router.

If it changes, it's not static. Static IP's don't change.

Fully aware of the sticky nature, but with a true static IP you should also get custom reverse DNS options

Depends all on why the original poster wants a static IP
