There is no ISP that has free re-connection?
Yes; BT (certain packages), but only if you order a new phone line (£120 upfront for 12 months line rental, or around £14 a month if you don't pay up front) AND take their broadband as well.
If you're looking for someone to give you a free phone line (knowing you won't use it for voice calls) AND give you free line rental, AND give you free broadband connection (i.e. all they'll charge you is the monthly broadband costs) you can forget it.
Telephone companies (and ISPs) are set up to make a profit (they are businesses rather than registered charities, after all) and they still have to pay BT for rental of the wires supplying your broadband.
Even BT Retail (from whom you'd buy the phone line rental, calls and broadband) have to pay BT Openreach to install the line and BT Wholesale for the broadband.
ADSL works by sending the signal over wires, someone has to pay to install these wires (£130) and pay for the monthly wholesale rental charge (something close to £8).
Without the wires, ADSL doesn't work (it's a bit like asking if someone can supply gas to your home without using a pipe) and there are no 'free phone line pixies' around.
Given you only want to pay £20 a month, that doesn't give the ISP much profit in which to pay BT to install a line (£130) and pay BT for the line rental (about £8), then pay BT to provision/connect the broadband, then pay BT Wholesale monthly rental on the broadband service.
What if you only stay for a year? You'd have paid the ISP a total of £240 and they'd have had to pay BT something line £280 (a net loss of £40 and not really why they're in business).
