Because somehow they have to make a profit. Openreach charge the gaining ISP for the migration to them, did you know that? Most ISPs recover that cost over time, taking the hit if someone does leave after a month or so, because overall it works out. Especially if you stay - paying the installation cost on the drip inside your monthly subscription long after it has been paid off.
If they charged the prices you find too high at vivaciti then they wouldn't need a connection charge for non-contract. Of course, like nearly all ISPs, if you also take their phone line rental there is no activation fee. That's because they all make far more money on line rental and calls than they do on broadband.
BT for instance don't have a monthly option. Nor Sky and TalkTalk LLU. O2 LLU is a 12-month contract but you can convert to monthly by paying a on-off £30 at order time. Same principle.
