Because there's no Infiinity package without the phone in the price list.

Duh! Sure, in the online price list, but they're saying order it over the phone.

EDIT: Anyway the online price list doesn't list ADSL products w/out phone so this is not just about Infinity.

Aye, there's the rub! They won't let me buy BB Only on top of my existing BT Call Plan. I have to merge them in a new contract and lose my existing BT Call Plan discounts. That's how I got to talking with COT who told me I had to have phone with non-BT to be able to buy BT BB Only. I wasn't eligible.

But I guess the price of BB Only must be same as online package list price; they are all listed with the free W/E Call Plan.
