If he is downloading illegal material to sell to other on his internet, then that is his business, his risk and no one else's. Its up to his ISP to discover or even care how he uses his internet and enforce its rules, not random people on the internet.

The costs for an ISP for a user of downloading huge amounts is also irrelevant; if its advertised as unlimited, this shouldn't be a problem and if it is, then its falsely advertised.

The sanctimoniousness on this thread is almost hilarious.

Does it become someone else's business when the poster publicly asks for help in such activities? Particularly as the specific activities in this case are detrimental to some posters here?

Has it occurred to you that if he is also acting criminally then anyone helping him becomes an accessory to the crime?

Whether his activities are detrimental to other users is a separate issue. That should be associated with how internet packages are sold and the definition of unlimited broadband. I>e, how much constitutes overuse impacting upon other users. Should users police each other rather than the ISP etc. This is far separate to the activities that one might wish to do with their internet.

When you speak about crime, there has been no description of a crime being committed by the OP, indeed his activities appear to be legal. Those who have implied as have you, that his activities are a crime is indeed sanctimonious. It is not your business, regardless of whether someone has made an unrelated request for support on this forum. His asking of a general question quickly degenerated into questions of legality as you may have noticed due to his claimed usage.

If you believe a 'crime' is being committed, then call the police.

And just to add, no-one would be an accessory to a crime by advising him on what ISP to sign up for based upon his post and usage needs. Thats ridiculous.
