How do you get access to FTP without a browser on a clean install of Windows without IE? Take this from the standpoint of a pretty average computer user, who has no clue about what FTP is.

Nope. Not in the first release anyway. MS have suggested to the EU that they might do this in later releases, which would put them in line with what PC manufacturers plan to do with their OEM versions, but the EU have yet to agree to it.

I am talking here about what are most users. They have no clue about command prompt is and then they'd need to know how to use it to download IE. Where would they find out how to do this without a browser?
