Sleep doesn't go through shutdown.exe.
You need to have hibernate disabled (power options in control panel) and then it's:
%windir%\System32\rundll32.exe powrprof.dll,SetSuspendState
If hibernate is turned on, this will hibernate the pc (which is different to sleep).
