do I need this framework

I am short on disk space and I noticed that I have several microsoft net.framework ver 1.1 to 3.0. I never asked for them can I delete the lower versions?

Also can anybody recommend a good disk degragmenter please? it does not have to be free.

If you have Vista or later it is not safe to delete .NET. In XP it might be safe if you have no programmes that depend on it. Microsoft's versioning is a bit weird so bear in mind that v3.0 is an extension to v2.0 but v1.1 is completely separate. In other words you can't remove v2.0 without also removing v3.0.
