Reformatting Reduced USB Flash Drive

I had a problem on my XP Desktop and needed a bootable USB Flash Drive to access it. So I used some DELL Utility on my 4GB stick to make it bootable. In doing so, it told me the stick was too big and it would make it smaller; I could use some other unspecified utility to get it back. I went ahead in this belief and the drive ended up about 2GB with 2GB unallocated.

How can I get it back to 4GB. I have tried Vista & DOS FORMATs but they don't extend it.

I found it a bit hit and miss at first, but think I got hang of it.
