I have removed this frustrating "Run As" Windows now by following mostly what you had suggested!! Many thanks for that.

Note: for me as well because I also have an LG DVD drive installed.
However, I just went to the Windows "Add/Remove" menu, located the "LG ODD Auto Firmware update" application and then uninstalled it straight away. I also ran the "CCleaner" application, your could download it from the internet, to get rid of any remnant traces of LGFW from the "Startup" in "MSCONFIG and finally rebooted! The "Run As" POP-Up windows is all gone!!!!!! Very happy.. Some how my recent MS updates must have changed something in my PC to have caused me this TROUBLE. I hope my experience would help somebody who might be in the same boat!!
