BBC iplayer problem

My download speed about 11 to 13 meg and upload about .7 to .9 meg. However the BBC iplayer tells me that the speed is not enough for streaming ( transmission is interrupted frequently). My question is if I install the Iplayer would the streaming improve. I do not wish to download the programs unless I have no alternative.

I get the same problem if I try to watch HD content. Standard definition is generally OK with my connection (which is about the same speed as yours.) I have always assumed that the problem is caused by throttling.
