Why it should be taking so long to release as manufacturers have it now, I don't know..

I guess you mean Windows 8.1. Official release date 17th October

i wonder if this will just install over the windows 8 or if it is a complete reinstall? Not sure if I will bother anyway, nothing in windows 8,1 that would make any difference to the way I use windows 8 anyway.

It will be an upgrade from Windows 8, but not 7. Windows 7 users will either have to do a clean install or else upgrade to 8 and then to 8.1. No big deal as it's a free upgrade from 8.
