7zip is better than winzip and winrar - and yes, it deals with both rar and zip.

Because Zip and Rar is a archiver format, so if you want something better you go for software that uses Rar, Zip which is built into windows is not that efficient either.

7zip is better because it is free, but the UI is naff.

Windows 7 compressed files don't support passwords anymore - so if you get password protected zips you can't open them.
