64-bit? Remove or disconnect any devices for which 64-bit drivers are not available. Alternatively, remove/disconnect everything except for the hard disks and video card. You may also need to disable on-board audio and ethernet until you have a clean install.

SSDs shouldn't faze Win 7 unless they are very old and the firmware needs updating. The usual culprits are scanners, printers, video-capture, TV cards, &etc. Do you still have an earlier version of Windows that is bootable? If so, try running the Windows 7 Upgrade Advisor.

The only things attached to the computer is a printer, keyboard/mouse, gfx card, two SSD's and a hard drive, the SSD's are very new, never seemed to had this problem before when i installed windows, there seems to be lots of solutions on youtube etc about this problem but none has worked yet, the only windows i have on the computer is windows 7 and i would prefer to do a clean install.

Have you tried disconnecting the printer? Also, how old is the motherboard and graphics card?

The printer is wireless so not really connected to the PC and it is switched off, the gfx card is one of the latest about and the motherboard about a year old, i never had this problem before when i installed windows 7 but i lost my CD so i had to download an image from the internet and copy it to CD, thankfully i still have my cd key to validate it.
