Safe creating (or converting to) .ico files

I've been looking at ways of creating .ico files for desktop shortcuts, etc.

There's plenty of free on-line services but how can i know if they're safe?

Is there some simple utility to create them, e.g. using Paint or PS Elements, or to convert .jpg files to .ico files?

ICO files are just BMP files. They cannot contain executable code and so, yes, they are safe to use.

I can't see how simply naming products makes them safe?

Well slap my thighs!! I've been using this excellent bit of software for years in fact it's my default viewer (with it's add ons) for graphics, audio and video. I didn't know it had the option to save .ico files. It hasn't gone up in my estimation coz it couldn't be higher than it is. All I've got to do now is remember this if I ever want a custom icon for something.
