Did you try sfc /scanow or sfc/scanow they aren't the same in cmd?

Both if i remember correctly,they both started scanning though and went through the black screen percentage process.

Outlook Express hasn't been support in any OS since Windows XP.
Windows Mail replaced it in Vista. That was then dropped from Windows 7.
All versions of Offiice from 2007 onward are compatible with Windows 10.
Office 2003 might work using compatability mode.
Any problems with a version of Office or its integral programs such as Outlook, it is best to fully uninstall, including all registry entries (look on the web for instructions of how to manually remove), then reinstall afresh.
If that doesn't work them a clean install of Windows will be necessary.
