I tried to remove it, now the status is "being removed" 
Ahh I saw this on quite a few Windows 8 RTM machines (which had also exhibited the offline thing) with some specific printer drivers at the place I worked for. I think couple of reboots one after another, clearing the spooler directory, and attempting deletion from device manager, finally worked.
I am susprised I have forgotten exactly what I did to fix it because it was the bane of my life for a good few weeks and was causing me a fair amount of pressure/stress. But then again it was almost 4 years ago now, brain cells are clearly aging!
It was a problem with the driver ultimately but also a problem in Windows in the fact it was struggling to comply with user/administrator instructions to get rid of it.
I would imagine google would be your friend if you search carefully..
