Congestion and LLU

I hate to make another thread but...

The internet becoming useless like this at busy periods seems beyond a joke to me. Regular as clockwork pings have been unusable.

So I ask, is the contention at the exchange or Zen? I'm guessing it's the former but would I see this on a LLU service? Current events have been a really good push in that direction

S**t happens I know but kinda worrying atm
