sync question / understanding

Hi All

Can anyone tell me why im sync'd at 6342kbps but can only download at 150kb/s, I had some issues lately with the phone having no dial tone etc but this has been resolved.

LN 46db down
LN 13.5DB up

NM 6db down
NM 4db up

unless im just not understanding something, im not sure if its correct.
