Complaint - too fast

My mother has recently switched to Zen's ADSL service. The service is described as Up to 17Mbps Download Speed but I'm getting 18.2Mbps down. Who should I complain to?

Various (Dile up) -> clara.net (Dile up) -> TELE2 (Microwave) -> ZeN (ADSL)

plusnet Unlimited Fibre ~50Mb/10Mb

Yes, especially those of us who live on a new housing estate and we are only a couple of miles from the City Centre and get a whopping 2Mbps with a thousand errors frown

Yes, it's a thing for those people on cabinets deemed not economically viable to upgrade.

Current on Zen, getting around 5mb down - .8mb up
Exchange is Fibre enabled, Cab not economically viable to upgrade - though 'Now Exploring Solutions aka we want someone else to pay for it.'

Or for those who have low usage and don't need the extra expense or speed of FTTC. Zen's ADSL is £10 a month. The cheapest Zen FTTC is double that.
