I’m having.a second FTTC line installed at my property.

Do openreach still provide the modems with a new line?

Zen are proving a fritzbox but I’m not going to use that as I will be using my Draytek for load balancing

Openreach stopped supplying their modems many years ago so you will have to get a second hand one or a suitable modem/router that can be configured as a stand alone modem aka bridge mode. I use an Openreach Huawei HG612 3B it's old but still works perfectly well. I also have as a spare a Zyxel VMG 8924-B10A modem/router which also works well as a modem.

You can (sort of!) use the FRITZ!Box in "modem mode"... You should enable PPPoE passthrough, and then deliberately mis-configure the WAN on the FRITZ!Box (as you won't be able to use your PPPoE credentials twice simultaneously). This worked well for me up until earlier in the year when a local altnet arrived with full fibre.

or just flash it with OpenWRT and then you can configure it as needed

Various (Dial up) -> clara.net (Dial up) -> TELE2 (Microwave) -> ZeN (ADSL) -> ZeN (vDSL)
