Does BT still throttle ports in the evening?

yep, in fact all ip stream traffic(over Bt network) is subject to traffic management(throttling)
it usually or should work by detecting certain protocols that certain apps use such as bit torrent lime wire and other P2P Apps,

The is also another factor at play should you be experiencing slow speeds at evenings, that being the contention ratio, BT i think is 50:1so that is upto at least 50 other people trying to use whatever amount of bandwidth is available from the exchange,so speed decreases,
If you need to have a steady speed all the time,and want to be able to use your connection to download using p2p then if there are any isp's with LLU kit enabled in your exchange then migrating to one of these ,such as o2/Bethere, there also is sky and a few others out there depending on your location,
