I don't believe he'll relocate the master socket, no, but my understanding is that only one socket can be used to connect the fibre modem (or router) so whichever is chosen for this, be it master, a new socket or an existing extension socket, this will become the new fibre 'master socket'.
I've seen it happen where an engineer has actually moved the drop wire to connect to a different socket where the user was lucky, friendly and (most likely) had a good selection of biscuits available though, but that's entirely down to the engineer you get.
