It's on an Openreach database I have access to.

From what I've seen previously, additional line cards take a week to two. If dates keep slipping and are further down the line, then it's an indication of a new cab being needed.

My cab was not upgraded to FTTC. I was wondering how many lines it covers (CMSTE Cab: 24).

May well be tie pairs. Line cards sometimes go in before the previous one is exhausted.

Seen it take a month for new line card and tie pairs here, even where it didn't require street works.

I think BT are making numbers up.

Started at 15th Sept 2015, then July 22nd 2015 and now showing 25th July 2015.

That could be a stock of cards for upgrades coming in on 21 July triggering the 22nd date for all outstanding requirements, (as opposed to those in stock already allocated to new cabinets), and the final scheduling of specific cabinets.

The indispensable man or woman passes from the scene, and what happens next is more or less the same thing as was happening before.

Interestingly, if I put my postcode in that checker, its says my cabinet is at 100% capacity, and yet, i have just ordered a new phone line for a second fibre BB to double up my speeds and it came back as available and accepted?

Are you perhaps misinterpreting what you are seeing? The only references to percentages that I've seen on that site is the % of users at a particular location served by a specific cab or cable bundle.

OTOH I may well have blinkered vision and missing what is blindingly obvious to others. <g>

On the checker, the table comes back with the info and at the end under 'cabinet' it says my cabinet id & 100%?

What this is telling you is that 100% of properties at that postcode are connected to that cab.

Try clicking the cab and you should see the list of postcodes connecting to that particular cab, each with a percentage which will range from 100% down to perhaps 5% or so. Now if you were to click on a postcode showing less than 100% you would see a list of the cabs serving that postcode and the percentage of the lines served by each cab.
