That pre-dates fibre in my view. I wouldn't have joined PN back in 2014 if they still had this sort of thing. It may also pre-date the acquisition of PN by BT.
I think it was people who used more than 10GB a month - which today would be laughable, when Windows Update for one computer at home can be 1.1GB - and people have lots of computers around a home. Nevermind tablets and phones etc.
