What was also said is that most households won't pay more for a speed upgrade - given that takeup of FTTC is currently still under 30% (from last I saw) then most people are choosing not to upgrade from ADSL. The "market" in general is not willing to pay more unless their current service is causing them serious grief.

I am getting a shade under 10Mbs with ADSL2+ and a standard PN router. This seems quite adequate and although I may download a TV catchup it provides HD streaming for occasional football.
Some people like to have the radio on to provide a little 'background distraction' while doing other things (I assume this is still the case - my mum used to turn on the valve wireless while doing housework). Nowadays people are just as likely to use the TV for the 'background distraction' and with 4K broadcasting over internet becoming a possibility increasing 'bandwidth wastage' is going to happen IMO.
